There are 2 ways, to find the site.
#1 goto my website: http://members.pcu.net/Hispanic_Genealogy/, in the links section under Mexico, look for INEGI - Mexcio Census.
#2 goto directly the INEGI site: http://www.inegi.gob.mx/inegi/default.asp.
Once there, go to the "Accesos directos" area, and click on " XII Censo General de Población y Vivienda, 2000 ", under the "Base de datos" area, click on " Tabulados básicos ", then under the "Poblacion" area, choose " Localidades por municipio, y su distribución según tamaño de localidad ". I am giving these details, so you know where, to go. But you still can explore the other options, on the site. Here is the direct url: http://www.inegi.gob.mx/est/librerias/tabulados.asp?tabulado=tab_po01b&c=705.
